Review of the Preston, South Ribble and Lancashire City Deal

Lancashire County Council has appointed Steer Economic Development to undertake a review of the Preston, South Ribble and Lancashire City Deal.

Simon Pringle is project director and Scott Dickinson is project manager, with specialist input on property from Josh Stott and Mauricio Lach on financial modelling. James Cokeham, Principal Consultant, is leading work on the development of options for the City Deal in the future.

The Review includes:

• An assessment of the Financial Model which underpins the City Deal.
• A review of financial arrangements.
• An assessment of resourcing levels.
• An assessment of current delivery and joint-working arrangements.
• An appraisal of relevant national, regional and local policies and funding mechanisms.
• Exploration of new investment and strategic delivery frameworks.
• Consideration of new strategic development opportunities.
• Identification of opportunities to refresh City Deal ambitions.
• Refreshing and updating of the strategic case for the City Deal.
• Recommendations on future local governance and strategic delivery arrangements.
