Rebecca is an experienced research and evaluation specialist, with a strong track record of leading end-to-end research and Planning, Monitoring, Evaluation and Learning (PMEL) projects. She has particular expertise in the transport sector across both land and maritime domains, and in delivering theory-based evaluations and robust Randomised Controlled Trials (RCTs) to assess the impacts of policies, infrastructure, and economic development programmes.

She tailors her approach to the beneficiaries of each intervention - assessing impacts across local communities, complex supply chains, business ecosystems, and industry professionals. By unlocking the value of data, she ensures that PMEL insights translate into clear, actionable improvements for future policy and programme decisions.

Based in London, Rebecca has delivered high-profile, multidisciplinary evaluations across transport, socio-economic development, environment, housing, and the Net Zero and energy sectors. She specialises in designing complex mixed-methods approaches that turn intricate datasets into clear, decision-ready insights.

Her expertise sits at the intersection of transport infrastructure, social equity, and economic growth. She is highly skilled in measuring the impacts of public programmes, ensuring that interventions deliver tangible value for diverse beneficiary groups and that robust evidence informs future strategic decisions.

Prior to joining Steer, Rebecca led a portfolio of international research and evaluation projects across cultural relations, education, and social policy, with a focus on community-driven and socio-economic development. This included leading impact evaluations for major British Council programmes, with delivery experience across Japan, Ukraine, South Africa, the MENA region, South America, and India. She has also delivered multi-country research on China and globalisation for UCL, the Department for Education (DfE), and the British Council.

She has further delivered evaluations for the Home Office and DfE, focused on social and community infrastructure, including youth engagement, social inclusion mentoring, and workforce strategies aimed at attracting global talent and strengthening foundational sectors.
