Nandita is an evaluation specialist with seven years of experience designing and delivering medium to large scale quantitative, experimental and theory-based evaluations across various policy areas including energy, crime and justice, housing, education, and health. 

She has worked extensively with UK government departments – including the Home Office, Department for Transport, Department for Energy Security and Net Zero, Office for National Statistics, Ministry of Housing, Communities and Local Government, and Department for Digital, Culture, Media and Sport – as well as arm’s-length bodies and international organisations such as the World Bank, USAID, and UNDP. 

She has strong expertise in developing and implementing monitoring and evaluation frameworks, and in applying a range of approaches including theory-based, impact and process evaluations, underpinned by a solid working knowledge of HM Treasury’s Magenta Book guidance. She has played a key role in several large, multi-year evaluations such as Safer Streets, ECO (3 &4) schemes, National Lottery Community Fund’s A Better Start, Road Investment Strategy (2&3) Evaluation Framework, Gambling Act Review and EEF’s School Choices Programmes. 

Before joining Steer, Nandita has worked at National Centre for Social Research and Verian UK. She has led and contributed to evaluations assessing outcomes for service users, children and young people, and wider community by combining rigorous theory-based and quasi-experimental approaches to robustly estimate programme impacts. She has significant experience managing complex datasets, engaging a wide range of stakeholders, and translating evaluation findings into actionable insights to inform policy development and programme improvement.
