Isabella is a London‑based consultant specialising in evaluation, strategy and research for place‑based programmes. She has delivered analytical and advisory work for central government, Homes England and Mayoral Combined Authorities, focusing on how locally delivered investment programmes are designed, governed and implemented. Her work explores how these programmes support inclusive economic growth, collaborative partnerships and effective delivery at the local level. She has contributed to evaluations and strategic work across a range of devolved and place‑based initiatives, including the Local Growth Fund (Ministry of Housing, Communities and Local Government) and the Brownfield, Infrastructure and Land Fund (Homes England).

Prior to joining Steer Economic Development, Isabella worked in Strategic Housing at Manchester City Council, where she supported local investment programmes and developed a strong understanding of local authority delivery, funding pipelines and cross‑sector working. As a Senior Consultant, she brings strong analytical, qualitative research and project management skills to place‑based evaluation, research and strategy work, including stakeholder engagement, logic model development and mixed‑methods analysis. She uses this experience to help clients build practical evidence, address delivery challenges and improve the design, implementation and monitoring of place‑based programmes.
