Victoria is a Net Zero and Social Value specialist with over 17 years experience working across a diverse range of domains. She has a PhD in Atmospheric Physics from Imperial College and an academic background in rapid low carbon transitions.​

Prior to joining Steer ED in November 2021, Victoria was Head of Consulting at Loop, a specialist social value consultancy and software company where she developed the Rail Social Value Tool for the GB rail industry. She also held research posts at the Welsh School of Architecture (Cardiff University) and the Sustainable Consumption Institute (University of Manchester) and was Head of Climate Change at the New Economics Foundation.​

Victoria leads much of our Net Zero work, providing project management and technical advisory support to a wide range of local, national and international clients. Recent projects include: onsite renewable generation and electric fleet transition feasibility study for a major UK airport; an evidence review of the transfer of woodland assets to community groups for the Welsh Government; evaluations of Net Zero Hubs in the Midlands and Northeast; evaluations of Rural Community Energy Fund in the Midlands and South West; and a Circular Economy Cluster Feasibility study for Mid & East Antrim.
